U.S. Federal Communications Commission CIO Dr. David Bray has accepted a new role as Chief Ventures Officer or CVO for the National Geospatial-Intelligence Agency. During an interview, he described his new role and also the new challenges he might face as the new CVO.
Dr. David Bray specified that as CVO for the National Geospatial-Intelligence Agency, his main role will be that of an internal and external venture capitalist, championing positive change agents from across the community to help transform the organization.
David Bray said,
“As CVO, I’ll serve as lead instigator and champion of change agents at NGA.”

While he would also look-up for new ventures and new avenues for exploration. His attitude to be a leader of change was quite clear from the fact that he was positive regarding permission for AI and other tech projects inside the agency as well as for a software start up idea.
Along with CIO, Dr David Bray confirmed that NGA agency has Component Acquisitions Expert, a Chief Human Capital Officer, and many other mission area leaders. Describing about his role he stated that,
“My role will be there to amplify collectively what they are doing to help transform NGA, to include helping with connections when a new venture involves a combination of faster acquisition, new technology, and changes in how the workforce are required to deliver superior mission products and capabilities.”
David Bray feels that from his earlier role as CIO, this new CVO role will give him an opportunity to stretch his leadership abilities further in directing new public-private partnerships, adoption of machine learning and artificial intelligence, as well as changes in NGA’s mission processes, workforce, and acquisition models.
Concluding, he shared some advice for other CIO’s that it is very important to take into consideration the change in mindset from just IT to IT baked-in projects. He also suggested that
“Savvy CxOs who also bring a balance of empathic leadership and entrepreneurialism can become strategy and new venture leaders for their organizations.”
