The J.C. Penney Co Inc. is reportedly developing a new IT facility in a popular overseas location.
Penney will build a center in Bengaluru, India. The facility will employ about 1,000 workers when fully open and is expected to have about 450 technology professionals working there by the end of the year. Consulting firm ANSR, which has helped retailers including Target and Lowe’s establish facilities in India, is assisting Penney with the project.

According to the Times of India, the Plano-based retailer expects to hire 450 people for the center by the end of the year. Staff will include engineers to manage internal information technology systems and develop digital, e-commerce and analytics solutions.

“We are looking at India predominantly as a talent play, and not for doing incremental stuff. We are going to replatform, redesign and do cutting-edge work… there will be global roles for people here,” Michael Amend, executive vice president of omnichannel for J.C. Penney, told the Times.
According to J.C. Penney spokesman Joey Thomas, some job functions will be transferred from the company’s Plano headquarters to the Bengaluru center. Most of the affected positions are contract workers, but Thomas did not know how many jobs would be impacted.
He added that J.C. Penney is still looking to hire full-time IT workers in both Plano and Bengaluru.
ANSR, a consulting firm headquartered in Dallas and Bengaluru, is working J.C. Penney to set up the center’s operations, the Times reported. The firm has also helped U.S. companies like Target, Wells Fargo, L Brands, CME Group, Time Inc. and Lowe’s set up operations in India.
