The electronic prescribing testing tool part of the ONC Health IT Certification Program will be maintained by a new council.
ONC will no longer support and maintain the electronic prescribing testing tool approved for use for the Health IT Certification Program — instead, the National Council for Prescription Drug Programs will take over the tool.
The decision to move the ONC-approved electronic prescribing testing tool to NCPDP is part of ONC’s five-year plan to improve the Health IT Certification Program by expanding the testing tool portfolio.
“Since the Certification Program began, ONC has collaborated with the National Institute of Standards and Technology and industry stakeholders such as NCPDP to develop an electronic conformance testing tool for NCPDP’s SCRIPT standard,” said Office of Technology Executive Director Steve Posnack in a Health IT Buzz blog post.

The tool is used to test and provide assurance that health IT conforms to the ONC-required SCRIPT v10.6 standard.
“This tool’s migration to NCPDP provides an opportunity to strengthen the testing infrastructure for e-prescribing,” wrote Posnack. “We look forward to continued collaboration with NCPDP and other health IT stakeholders as we expand our testing portfolio with a diverse mix of testing tools that can help to optimize the testing experience.”
Migrating the electronic prescribing testing tool to NCPDP positions ONC to advance its goal of funding the development, support, and maintenance of health IT tools with help from stakeholders in the healthcare industry rather than financing testing tools using tax-payer dollars.
“A diverse mix of testing tools, including those developed in partnership with or solely administered by industry, can help optimize the certification experience,” said Posnack in an August blog post.
