Government Launches Groundbreaking Safety Initiative
The Goa government has launched a groundbreaking mandatory road safety orientation program for all driving license applicants, marking a significant step toward reducing the state’s alarming road accident statistics. This initiative, recently launched by Chief Minister Pramod Sawant, addresses the pressing need for enhanced road safety awareness in the coastal state.
Rising Road Fatalities Prompt Government Action
Goa faces a serious road safety crisis, with 300-350 people losing their lives annually due to road accidents, according to official transport department data. The majority of these tragic incidents stem from rash and negligent driving behaviors, highlighting the urgent need for comprehensive safety education.
The state’s decision to implement this mandatory program reflects a proactive approach to accident prevention, targeting the root cause of road mishaps through education and behavioral change rather than reactive measures alone.
“Wrong Side of The Road” – A Comprehensive Safety Initiative
The newly introduced 45-minute orientation program, aptly named “Wrong Side of The Road” (WSOTR), represents a collaborative effort between the Goa government and key partners including BharatCares, CSR Box, and Diageo India. This strategic partnership ensures the program’s effectiveness through combined expertise and resources.
Project coordinator Dhanraj Chouhan from BharatCares emphasizes that WSOTR transcends traditional road safety education. “This program functions as a behavioral change movement utilizing immersive and tech-enabled modules to help citizens understand the real dangers of irresponsible driving and drunk driving,” Chouhan explained.
Statewide Implementation Across All RTOs
The program has been implemented across all seven Regional Transport Offices in Goa, ensuring comprehensive coverage throughout the state. This universal approach guarantees that every license applicant receives consistent safety education regardless of their location within Goa.
BharatCares has established over 85 road safety labs across India, demonstrating their extensive experience and commitment to nationwide road safety initiatives.
Mandatory Participation for All License Seekers
According to Assistant Director of Transport Department Oswin E Carvalho, the orientation program is mandatory for multiple categories of applicants:
- Citizens seeking fresh learner’s licenses
- Individuals renewing existing driving licenses
- All license category applicants without exception
This comprehensive approach ensures that both new and experienced drivers receive updated safety information and reinforce responsible driving habits.

The program demonstrates inclusivity by offering information in three languages: Marathi, English, and Hindi. Each language session lasts 15 minutes, ensuring comprehensive coverage while maintaining accessibility for Goa’s diverse population.
This multilingual approach eliminates language barriers and ensures that all citizens, regardless of their linguistic background, can fully benefit from the safety education provided.

Early participants have responded positively to the initiative. Bhushan Gaonkar from Chorao village, who completed the orientation at Panaji RTO, praised the government’s efforts: “This is an excellent government initiative that effectively educates people about the serious consequences of drunk driving.”
