NDMA Launches Comprehensive Safety Initiative
India takes a major step forward in infrastructure safety as the National Disaster Management Authority (NDMA) launches comprehensive tunnel safety guidelines. This initiative aims to prevent disasters like the tragic Silkyara tunnel collapse that shocked the nation.
NDMA Partners with IIT Delhi for Safety Framework
The NDMA has signed a strategic Memorandum of Understanding (MoU) with the Foundation for Innovation and Technology Transfer (FITT), IIT Delhi’s industry-academia interface. This collaboration will create India’s first dedicated tunnel safety protocols by April 2025.
Professor Deepanshu Shirole and Professor Ramanathan Ayothiraman from IIT Delhi will lead this critical project. Their expertise will shape comprehensive safety standards for India’s growing tunnel infrastructure.
Technical Expert Committee Ensures Quality Standards
A newly-formed Technical Expert Committee (TEC) provides technical oversight for the guidelines development. This committee brings together diverse expertise to create robust safety frameworks.
The TEC operates under the guidance of NDMA member Krishna S Vatsa as chairman. Nine prominent agencies contribute their specialized knowledge to this national initiative.
Comprehensive Safety Coverage Across All Phases
The guidelines will address three critical phases of tunnel infrastructure:
- Pre-construction planning and risk assessment
- Construction safety protocols and monitoring
- Post-construction maintenance and emergency response
Additionally, the framework includes a database of tunnelling experts and guidance notes specifically designed for state administrators.
Silkyara Incident Highlights Safety Gaps
The November 2023 Silkyara Bend–Barkot tunnel collapse in Uttarakhand exposed critical weaknesses in India’s tunnel safety mechanisms. Forty-one workers remained trapped for 16 days, highlighting the urgent need for dedicated safety protocols.
This tragic incident revealed gaps in disaster preparedness and rescue operations specific to tunnel environments. Current practices rely heavily on general engineering standards and international guidelines.
Multi-Agency Collaboration Strengthens Framework
The Technical Expert Committee includes representatives from key organizations:
- Rail India Technical and Economic Service (RITES)
- Ministry of Road Transport and Highways (MoRTH)
- Military Engineering Services (MES)
- Border Roads Organisation (BRO)
- Central Public Works Department (CPWD)
- Coalition for Disaster Resilient Infrastructure (CDRI)
These agencies provide expert inputs, monitor project progress, and review interim and final reports.
Future Impact on Infrastructure Resilience
The NDMA has reached out to relevant authorities for expert nominations to ensure active participation. These national guidelines will establish a robust foundation for tunnel safety across India.
